Pam Foley, one of six children, was born and raised in Portland, Oregon. Pam and her husband, Mike were married in 1983. They have a daughter, Katelin, who graduated from DePaul University, in Chicago, June of this year.

Since 2004, Pam has served on the School Board for the San Jose Unified School District. She oversees the education of 31,000 students and a budget of $400,000,000. In December 2017, she completed her third term as Board President.


Together, Pam and Mike own and operate a small family mortgage business, E. F. Foley & Co., Inc. (Foley Mortgage). In 1993, they purchased the business from Mike’s father, Eugene F. Foley. Pam (President & CEO) has been with the company for 30 years and in 2017, the company celebrated 60 years in business.

A product of public schools, Pam graduated from high school in 1977, then attended the University of San Francisco. Pam met Mike and moved to Cupertino, and in 1987 they purchased their first home in the Cambrian Area of San Jose on Reedhurst Ave. After a brief move to the Santa Cruz Mountains, they moved into their current home in District 9 where they have lived for over 28 years.

During Katelin’s elementary school years, Pam worked as a parent volunteer in the classroom at Hacienda Science Magnet. As her daughter became involved in more activities, Pam volunteered her time with CMT (Children’s Musical Theater), Girl Scouts, Osprey Aquatics & Willow Glen Middle and High schools.

Outside of her daughter’s life, Pam served as chairman of WATCH (Women and Their Children’s Housing), a transitional housing program for victims of domestic violence and their children.

Pam continues to volunteer with the Rotary Club of San Jose, the Willow Glen Education Foundation, YMCA, Project Cornerstone and St. Francis Episcopal Church.

Pam was appointed by Mayor Chuck Reed to his task force “Don’t Borrow Trouble” and participated in a Foreclosure Assistance Workshop.

Mayor Sam Liccardo appointed Pam to the San Jose Learns Task Force, where they created a framework for awarding grants to elementary schools with innovative strategies to improve reading levels for K-3 grade students.

Pam has received recognition for her community service. In 2017, Pam received the Boy Scouts’ “Character Award.” In 2010 Vice Mayor Judy Chirco presented Pam with the City’s D9 (District 9) Star Commendation.

In addition to her business, school board and various volunteer activities, Pam loved to travel. In their early years, Mike and Pam lived in Japan where they studied the language, food and culture.
